Russia Legalizes Cryptocurrency Under New Federal Law

President Vladimir Putin has signed the "On Digital Currencies and Digital Rights" law, establishing a legal framework for cryptocurrency operations in Russia. The legislation was approved by the State Duma on July 21 and introduces a regulated infrastructure for the digital asset market.

Market Participants and Regulations

Starting September 1, 2026, the market will include licensed brokers, trading organizers, management companies, crypto exchanges, and digital depositories. To operate, crypto exchanges must be Russian legal entities with own funds of at least 15 million ₽. The use of cryptocurrency for domestic payments remains prohibited, with exceptions made for foreign trade contracts, mining rewards, network fees, and the purchase of securities.

Public trading on exchanges will be limited to assets with a market capitalization exceeding 5 trillion ₽ and a daily trading volume above 1 trillion ₽ over the previous two years. Mining activities will fall under state regulation with specific restrictions for certain categories of participants. Additionally, a requirement to conduct all crypto operations through licensed intermediaries will take effect on July 1, 2027.
