EU AML Authority Opens Consultation on Gambling Risk Assessment

The European Union's newly established anti-money laundering authority has launched a consultation to determine how gambling operators will be assessed for financial risk. This process introduces the first unified regulatory framework defining gambling services across all member states.

Regulatory Divergence Across European Markets

The consultation establishes a single compliance standard for all licensed operators, replacing fragmented national approaches. The framework requires consistent evaluation of money-laundering exposure regardless of the jurisdiction where a license was issued.

Regulatory divergence is already visible in the prediction market sector. The Czech Ministry of Finance directed internet service providers to restrict access to Polymarket within fifteen days. Italy's Autonomous Monopolies Administration reinstated its block on the platform the same week.

At least twelve European markets currently restrict the service.

Licensing compliance continues to shape operator strategies across the region. Evolution Gaming agreed to a £4.75m settlement with the UK Gambling Commission following the discovery that its titles were accessible on six unlicensed websites. Meanwhile, Gibraltar recently adopted regulations to accommodate prediction markets, creating a contrasting regulatory environment within days of the Central and Southern European restrictions.
